English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Manage Finances

According to a recent poll of municipal councils, UK councils are planning to sell social clubs, athletic facilities, and retail spaces as they bet on a fire sale of assets to balance the books.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group for second-tier cities in the UK stated that 60% of councils are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling public land and open spaces to shore up their finances, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a high proportion of councils attempting to generate funds from a fire sale of assets represented “a clear change from 2024, when the majority (six in ten) of local leaders stated they would focus on service redesigns and using financial reserves to manage increasing financial challenges.”

Detailed Cases of Proposed Disposals

Medway Council in southeast England announced its property management strategy featured the sale of a retail complex in a local town and a social club in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be sold under the plan.

Local Levy Increases and Broader Fiscal Pressures

The survey of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will have to raise local levies next April to address the growing cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these require time to deliver both improved services and cost efficiency,” said a council leader.

He added: “We face demographic pressures which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

A survey of regional authorities recently further found local finances being stretched by the growing number of children and adults requiring special educational assistance.

A network of councils said that council deficits will hit £4.4bn a year by 2029, as they struggle to manage rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a policy document setting out those changes was recently delayed.

Deprivation and Financial Gaps

According to the most recent indices of deprivation (IMD) covering English councils, many key cities members were included in the most deprived in the country.

  • “Member cities like several major towns place in the most deprived 30 nationally under the 2025 IMD measures,” said the study.

“Although only one key city is in the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of England. The data highlights the scale of difficulties facing municipal officials across key cities in the coming year,” the report added.

“Council officials have been explicit about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and need,” said a council leader.

“Lacking this, local authorities will persist to face impossible choices around which vital provisions to fund, and which to cut, to the detriment of their residents.”

One in five of councils have cut or compromised social care provision in the last year, the study revealed.
